Tracker, the hit CBS drama starring Justin Hartley, is moving its Season 4 production from Vancouver to Los Angeles — one of the clearest signs yet that California’s expanded film tax credit program is having a real effect on where productions choose to film.
The show began filming in Los Angeles on July 6, 2026, with a schedule running through April 2027. The relocation was directly attributed to California’s Program 4.0, which doubled the state’s annual film and TV tax credit cap from $330 million to $750 million in July 2025. Supervising Location Manager Veronique Vowell, who was hired specifically because of the incentive move, noted that the relocation put ten additional location professionals back to work in the state.
Tracker joins a growing list of productions returning to California under the expanded program. Across the first full fiscal year of Program 4.0 (July 2025 through June 2026), 170 projects were awarded credits representing $6.6 billion in direct production spending and $4.3 billion in qualified expenditures in California. The state Film Commission reported a 53% year-over-year increase in approved productions.
Other series relocating to California under the incentive include Baywatch Season 12 and The Night Agent Season 4. For LA-based crew, the trend represents a meaningful shift after years of watching major productions leave for Vancouver, Atlanta, and overseas.
