Job Title

Overview:
This role manages state and local-level advertising initiatives for the Army National Guard (ARNG), combining both Public Service Advertising (PSA) and Non-Commercial Sustaining Announcements (NCSA) or Public Education Partnership (PEP) programs. The primary objective is to reach and engage ARNG’s target demographics — 17–24-year-olds and 25–35-year-olds — through strategic media placement, creative development, and performance tracking.
Key Responsibilities:
Program Management & Compliance
Execute and oversee ARNG’s advertising and outreach programs at state and local levels through PSA and NCSA/PEP channels.
Ensure all creative work complies with the ARNG Style Guide/Graphic Standards and Section 508 Accessibility Standards.
Manage and maintain the use of ARNG-approved logos, creative libraries, and trademarked materials.
Secure government approvals for all advertising materials prior to release.
Ensure all advertising content produced remains the property of the ARNG.
Reporting & Performance Tracking
Develop and submit a Monthly Status Report (MSR) summarizing state-level activities, completed deliverables, ROI metrics, and performance analysis.
Include in each MSR:
Breakdown of monthly activities and deliverables
Details of media placements and DMAs (Designated Marketing Areas)
Issues, recommendations, and program updates
Digital media placement lists and PSA contact logs
Use ARNG’s ROI Tracking Tool to manage and track all online campaigns, create unique campaign URLs, and report on campaign effectiveness.
Generate and submit Monthly Performance Tracking Reports detailing media investments, ad frequency, dollar value equivalency, ROI by state and DMA, and distribution across radio/TV.
Creative Development & Distribution
Create and distribute bilingual (English and Spanish) PSA materials across broadcast, digital, and streaming platforms.
Ensure inclusion of “NationalGuard.com” or “1-800-GO-GUARD” in all advertising placements with embedded hyperlinks to appropriate campaign landing pages.
Manage content suitable for web streaming and coordinate with the government to verify talent usage rights and agreements.
Maintain updated records of all usage and release agreements.
Media Relations & Outreach
Facilitate and manage relationships with state broadcaster associations and local media outlets.
Plan and execute four annual in-person media events to connect recruiters with local broadcasters and promote community awareness.
Organize two creative development meetings per year to align MNARNG branding with local audience demographics.
Coordinate with the Minnesota Broadcasters Association (MBA) to ensure ongoing promotion through newsletters, emails, and social media posts.
Broadcast Placement & Delivery
Deliver a minimum of 25,000 radio and television spots (15s, 30s, and 60s) annually, with the capacity to overproduce up to a 4:1 ratio at no additional cost.
Track all PSA Media Provider contact details and include them in monthly reports.
Optimize ad placement to maximize the government’s return on investment and reach within target demographics.
Qualifications:
Proven experience in advertising program management, preferably with government or military clients.
Strong understanding of media planning, PSA distribution, and campaign ROI analysis.
Experience managing creative compliance, digital media tracking tools, and performance reporting systems.
Excellent communication and organizational skills for stakeholder engagement and cross-agency coordination.
Familiarity with Section 508 accessibility standards and federal advertising guidelines is preferred.
Performance Objectives
Increase ARNG visibility and engagement within target age groups.
Ensure efficient, compliant, and cost-effective advertising delivery.
Strengthen partnerships with state broadcasters and community media.
Provide measurable ROI through data-driven campaign management and reporting.

This is a 1099 position that may be full-time, part-time, or intermittent based on the desire of the individual and the availability of work. Work is primarily remote.
